<p>AT&#38;T has been experiencing problems with its wireless <a target="_blank" href="http://www.miamiherald.com/2011/08/26/2376033/south-florida-att-3g-network-currently.html">3G network</a> in South Florida. It was down for most of the afternoon on a Friday and continued to experience fluctuations in service even after functionality was restored. </p>
<p>Customers from mid Broward County all the way down to Key West were affected by the network outage which was caused by an equipment failure. As AT&#38;T continued to troubleshoot the issue they were switching customers between 3G signals and the slower 2G Edge network. This switching is an automatic feature built into the network to deal with an outage. AT&#38;T phones are programmed to automatically switch to Edge when the 3G network is no longer available. Customers can also manually force a connection to Edge by restarting their phones or switching the network via their settings menu. </p>

This is the Senator&#39;s second attempt to get the measure through the Senate, which would require wireless operators to notify their customers via SMS or email when they have used 80% of their monthly limit of voice minutes, text messages or data usage. </p>
<p>The bill would also require wireless providers to obtain customer consent before charging for services in excess of their monthly limits. Udall believes that this is a cost-effective solution that should not place an undue burden on cell phone companies and yet will go a long way toward reducing bill shock among <a target="_blank" href="http://www.wirelessweek.com/News/2011/04/Policy-and-Industry-Bill-Shock-Legislation-Revived-Senate-Legal/">consumers</a>. The first time he introduced the measure, it died in committee. The current bill does not have any cosponsors, and its success is also unclear as it has again been referred to the Senate Commerce Committee. </p>
